Fond du Lac Police have arrested two people from Georgia for throwing puppies in a retention pond. Assistant Police Chief Steve Klein says it happened Monday afternoon at a retention pond on West Rolling Meadows Drive and South Hickory Street. Witnesses saw a 22-year-old spinning a dog in complete circles before throwing it into the water. He was also seen lifting one of the dogs over his head before throwing it into the pond. The man and a 20-year-old woman were arrested on animal mistreatment and being party to the crime of animal mistreatment charges. The Fond du Lac Humane Society took the two dogs, approximately 8 to 9 weeks old, so they could care for them. Police responded to the scene at 5:19 pm.
