Ripon Man Pleads Not Guilty To Child Sexual Assault Charges

The 57-year-old Ripon man suspected of sexually assaulting at least four children waived his preliminary hearing in Fond du Lac County court Thursday. Terry Phelps was then arraigned on the 43 charges he’s facing and pleaded not guilty. Charges have been added since he was initially charged. At that time there were 31 charges. According to the criminal complaint Phelps would spank the children on their bare bottoms and also enjoyed being spanked himself. Some of the victims also said he would smoke marijuana with them and told them not to tell anyone about the spanking. Phelps was a friend of the father of one of the victims and got to know the victim’s friends. He’s being held in the county jail on a $500,000 cash bond.
