MOTION FOR SUMMARY JUDGEMENT IN GERALD TURNER CASE DENIED
A Fond du Lac County judge yesterday dismissed a motion from Wisconsin’s so-called Halloween Killer for summary judgement to avoid a trial in ongoing commitment proceedings. Seventy-five-year-old Gerald Turner is currently being kept at the Sand Ridge Secure Treatment Center in Mauston. The judge’s denial means proceedings to determine whether Turner is released will continue and a status conference is scheduled in the case on March 12th. A petition for release in 2022 was denied. Turner was convicted of the Halloween 1973 rape and murder of 9-year-old Lisa Ann French in Fond du Lac. She was trick-or-treating that night in Turner’s neighborhood. Turner completed his prison sentence in 1994. His parole was revoked in 2013 for possessing sexually-explicit material. He completed that sentence in 2018 but was found to be a sexually violent person and has been at a supervised living facility ever since.
DODGE COUNTY TRAFFIC CAMERAS NOT SPYING ON LAW BREAKERS
Dodge County Sheriff’s officials say cameras recently installed at four intersections are about traffic safety and not part of the Flock camera system used for law enforcement efforts. The cameras were placed at the intersections of County Highway A and County Highway W, County Highway S and County Highway G, State Highway 16 and 60 and County Highway T, and State Highway 16 and 60 and County Highway TT. The Dodge County Highway Department is using those cameras to evaluate safety improvements for those intersections and will be removed later this week. They are being used to gather traffic counts, turning movement, and witness other traffic hazards and near misses.
RIPON COMMON COUNCIL MEETING PREVIEW
The Ripon Common Council tonight will consider approving an ordinance creating a motor vehicle registration fee or wheel tax. The $25 vehicle fee would raise over $190,000 a year to be used for the purposes of repair, reconstruction, resurfacing, and maintenance of roads. The money would be put into a designated account. At the current pace it would take the city 102 years to improve all 42 miles of streets and roads in the city. A public hearing will be held prior to the Council’s discussion and action on the proposed wheel tax. The Council will also consider two agreements related to the Library improvement project. One is for architectural services with Plunkett Raysich Architects and the other with MSA for grant administration services. The Council meets at 7 pm in the Council Chambers of the Ripon City Hall.
FIGHTER WING EXERCISES
The 115th Fighter Wing of the Wisconsin Air National Guard is conducting evening training flights this week. They have shifted their typical daytime flights to afternoon and evening, concluding at approximately 9:15 pm. The training runs through Thursday night. The training is required for readiness to operate in all conditions, and will continue to follow flight paths designed to minimize noise to area residents.
FDL COUNTY DEBT
Fond du Lac County Executive Sam Kaufman says one of his goals during his first term in office was to reduce the county’s debt. He says the county is in good shape and has a borrowing capacity of up to $545 million, not that they would ever need to borrow to that limit. He says they owe about $54 million now. He notes quite a bit of that can be attributed to the borrowing they did for construction of the new County Highway Building. He says while they would like to pay off their debt they will be adding to it in the coming years especially with borrowing to build a new jail. Kaufman says among his goals as county executive was to operate with a balanced budget, pay down debt, and not incur any new debt. He recently announced he will be seeking a second term as county executive next April.
BGCTC ANNUAL HOLIDAY TELETHON TONIGHT
The Boys & Girls Club of the Tri-County Area will hold their 5th Annual Holiday Telethon this evening at their headquarters in Berlin. The telethon will run from 5 to 8 pm. Kassidy Walters is the Club’s Resource Development Coordinator. She says funds raised during the telethon go toward operational expenses and programs so the telethon is designated as “unrestricted.” She says kids coming to the club after school get a warm meal, a safe place to go, homework help, learning programs, and there is an unmet needs program. She says the theme for this year’s telethon is “50 K in the 50 States.” Walters says she will be posting video to their Facebook page during the event with kids letting viewers know when a donation has been made from another state. The number to call to make a donation tonight is 920-658-5225.
HOLIDAY DECORATING SAFETY
While decking the halls this holiday season be careful when using a ladder or step-ladder to reach those hard to get at spots. According to the U.S. Consumer Product Safety Commission, there are about 160 holiday decorating-related injuries each day during the holiday season, with nearly half of the injuries involving falls. In last year’s holiday season, nearly 15,000 people were treated in emergency rooms across the country due to holiday decorating-related injuries. Katie Rousonelosof Wisconsin Emergency Management recommends using a sturdy ladder and shoes that give you good traction. Other safety tips she offers include not standing on chairs or tables when decorating, clearing pathways of trip hazards, and fixing uneven walkways and steps inside and outside the home to help prevent falls.
