An 18-year-old Fond du Lac man has been bound over for trial on a first-degree intentional homicide charge for a shooting death in Oshkosh. Daniel Trevon Wilson is also charged with a misdemeanor count of bail jumping. He was in Winnebago County court for a preliminary hearing Thursday. He remains in the Winnebago County Jail on a $1 million cash bond.
ANGLERS CAN ONCE AGAIN CARRY FIREARMS WHILE FISHING
The state DNR is rescinding a 25-year-old rule that prohibited anglers from carrying firearms while they were out fishing. That follows a lawsuit brought by gun right advocates. The DNR agreed in an order released Wednesday to rescind the rule, enacted in 1999, as soon as possible. The conservative Wisconsin Institute for Law & Liberty brought the lawsuit challenging the rule as a violation of the constitutional right to bear arms. Both sides submitted a joint motion to dismiss the lawsuit. Wisconsin Institute for Law & Liberty Counsel, Skylar Croy said in a press release, “This action by the DNR properly restores the liberties created by our Constitution to our client and thousands of Wisconsin fishermen.”
UNEMPLOYMENT RATES UP SLIGHTLY IN JUNE
Unemployment rates were up slightly for June but hovered around 3 percent for area counties. According to Federal Labor statistics Dodge County’s jobless rate was 2.8 percent, Fond du Lac and Waupaca County rates were at 3 percent, and Winnebago County’s rate was 3.1 percent. Green Lake County had a 3.2 percent unemployment rate and Waushara County’s rate was 3.5 percent. The cities of Oshkosh and Fond du Lac also saw small increases in their jobless rates in June to 3.4 and 3.5 percent respectively. According to the Department of Workforce Development only nine of the state’s 72 counties saw a decrease or had their unemployment rate stay the same last month.
RIPON AREA SCHOOL DISTRICT RECOMMENDS PRINCIPALS
The Ripon Area School District is recommending Vince Propson as a candidate for a 30 percent high school principal position and Samantha Behnke as a candidate for a 70 percent elementary and middle school principal position at Odyssey Academy of Virtual Learning. Both would start next Thursday. Proposon and Behnke would replace Rebecca Miller who resigned on June 20th. Proposon is current Ripon High School Assistant Principal and Athletic Director; he would remain in both positions although the School Board is being asked to create a 30 percent Assistant Athletic Director to fill behind him as he takes on new tasks with Odyssey. Behnke is an instructional coach serving middle schools in the Oshkosh Area School District. She would take on the 70 percent principal position and 30 percent of existing full-time equivalent at Ripon High School and Ripon Middle School acting as an interventionist and relieving teacher overloads. Both were recommended following two days of interviews. The Odyssey Governance Council interviewed them both yesterday. The Ripon School Board could vote on the recommendations next Monday.

RIPON FIRE AND EMS CONSOLIDATION
Ripon City Administrator Adam Sonntag says the Ripon Area Fire District and Ripon Ambulance have been talking about possible consolidation for a while, now it is time to see what that would look like. The Ripon Common Council this week hired Public Administration Associates of Whitewater to put together a plan or study. Staffing, call volume, and facilities have been issues for both departments. He says other communities Ripon’s size, including Waupun, have been considering the same option. He points out they’ve had a lot of discussions with their own fire and EMS department heads, consulting firms, and experts about consolidation. He says consolidation is a solid option for the community. The PAA plan or study will put the city on the path toward consolidation but consolidation is ultimately a decision that will need to be considered within the next year or two.
WELL WATER TESTING BOTTLES AVAILABLE AT FDL COUNTY HEALTH DEPARTMENT
The Fond du Lac County Health Department can help out private well owners if they would like to test their drinking water following recent heavy rain events and flooding. Flood waters and runoff contain bacteria and other contaminants that can affect private water supplies and cause the spread of waterborne illness. Wells located in pits, basements and low-lying areas are especially susceptible to contamination. Fond du Lac County Public Health Officer Kim Mueller says they have water testing bottles available at their office on the third floor of the City-County Government Center in Fond du Lac. The cost is $22 for testing and they will explain how you take a sample. You don’t have to pay until you drop the water bottle off with the sample in it. She says you can have it tested for bacteria or nitrates. Your drinking water should be tested if there have been changes to the taste, color or sediment levels in it.
LICENSES REVOKED FOR FOUR BEAVER DAM CAR DEALERSHIPS
The state’s Department of Transportation Division of Motor Vehicles revoked the wholesale dealer license from four car dealers at 1645 Spring Street in Beaver Dam for violating state law when they failed to maintain a dealer bond. State law requires wholesale dealers to carry a security bond to ensure if they commit illegal actions, such as rolling back an odometer or making an illegal sale, a consumer may file a claim against their bond to recoup money lost. Maintaining a bond is a standard business practice and an added security measure that is meant to protect consumers. All Auto Dealer, AG Auto Traders, Great Auto 4 U, and NM Auto Sales all had their licenses revoked effective July 20th. Since dealers are given 30 days to appeal, and no appeals were received the decision is final.
AGRICULTURAL ROADS IMPROVEMENT PROGRAM
Governor Tony Evers and the state’s Department of Transportation announced this week nearly $50 million in state investments to help support 37 projects across 28 Wisconsin counties. The projects are aimed at helping support Wisconsin’s farmers, producers, and agricultural industries by improving rural roads and bridges that are critical to moving and transporting products, crops, and livestock. The new Agricultural Roads Improvement Program was included in the state’s biennial budget. Among those receiving the money is the Town of Calumet in Fond du Lac County which is getting just less than $1 million to improve Weber Road.
SSM HEALTH WALK IN MAMMOGRAMS
SSM Health’s three local hospitals in Ripon, Fond du Lac, and Waupun are providing patients another convenience with walk-in mammogram visits. Bill Daly is the Imaging Services Director for SSM Health. He says the option gives patients the opportunity to receive mammograms without the need for a prior appointment and without a provider’s order. Walk-in mammogram visits just require that women are over 40 years of age, have no current breast concerns, no breast cancer diagnosis within the last year and no prior mammograms performed within the last year. Daly says technology in mammography has improved vastly over the past seven to eight years. He says now with 3D mammograms a radiologist can see the smallest images and detect potential cancer. Walk-in mammograms are available Mondays through Fridays, excluding major holidays, from 8 am to 4 pm at Ripon Community Hospital, and from 7 am to 3 pm at St. Agnes Hospital in Fond du Lac and Waupun Memorial Hospital. Among the benefits of annual breast screening exams are early detection and improved survival rates.
FORMER PACKER’S TIGHT END NAMED YOUNG EAGLES CHAIRMAN
Jimmy Graham, an NFL All-Pro tight end who has found a passion for flying as great as he did for football, has been named chairman of the Experimental Aircraft Association’s Young Eagles Program. The announcement was made during Tuesday evening’s program for Young Eagles volunteers at the EAA AirVenture Oshkosh fly-in convention in Oshkosh. Graham succeeds air show legend Sean D. Tucker, who served as Young Eagles chairman since 2013. As he moves into the full chairman role, Graham is the seventh person to hold the position. Graham overcame childhood difficulties to become a standout athlete at the University of Miami. During his 13-year career in the NFL he played in 197 regular-season games, caught 719 passes for 8,545 yards and 89 touchdowns-which is fourth all-time among NFL tight ends. He was a five-time Pro Bowl selection. Graham has played for the New Orleans Saints, Seattle Seahawks, Green Bay Packers, and Chicago Bears.
