6/14/22 Charges Brought Against Animal Rescue Operator

Charges are being brought against the owner of Frosty Foster’s Animal Rescue in Dodge County’s Town of Trenton for the mistreatment of dogs housed at that location. The state’s Department of Agriculture, Trade and Consumer Protection Division of Animal Health got a tip about the condition of dogs at the facility operated by 32-year-old Fostina Uelmen. On January 13th two Sheriff’s sergeants and a department K-9 responded to the operation on U.S. Highway 151. As a result of the investigation Uelmen is being charged with four misdemeanors; failure to provide proper food and drink to confined animals, intentionally or negligently providing improper indoor animal shelter-ventilation, improper animal shelter-space, and intentionally providing improper animal shelter sanitation standards. According to the criminal complaint 29 dogs were being housed at the facility, 19 of them in crates in a front porch area that was not ventilated. Seventeen of the crates were of improper sizes for the dogs. Uelmen will make her initial court appearance on August 15th.
