Prison Sentence Extended For Rubicon Man
A Dodge County judge Thursday added 2 ½ years in prison and 1 ½ years of extended supervision to a 46-year-old Rubicon man’s sentence for felony battery. Graham Lulich had previously been sentenced to 5 ½ years in prison and two years of extended supervision for an April 2012 incident. During that incident Lulich bit, kicked and threw up on a woman who had been sleeping at her Town of Rubicon residence. In addition he threatened to stab her in the eyes and knocked her out twice. When she came to the second time he threatened to cut off her fingers with a knife and did cut her nose and ear. Assistant District Attorney Jin Ho Pack says the case is why the legislature created the repeater statutes.
DOC Limiting Prison Visits
The Wisconsin Department of Corrections is making temporary changes regarding entry into its adult facilities in light of increasing COVID-19 cases in its institutions and across Wisconsin. They are temporarily suspending all in-person visits to persons in their care in all adult institutions and are offering video visits only. Attorneys and professionals will be limited to video visits and phone calls. Entry is also being temporarily suspended for volunteers, contractors, maintenance, agency staff and any other non-DOC staff, except for emergency services and ongoing, necessary facility projects. There is an exception for religious volunteers. DOC Secretary Kevin Carr says they feel making the temporary changes is the best way to protect their staff, those in their care and the communities surrounding their institutions. The new measures went into effect Thursday.

Alcohol Related Deaths Increase In Wisconsin
A report released Thursday by the non-partisan Wisconsin Policy Forum finds that alcohol-related deaths in the state rose nearly 25 percent in 2020. The data shows 1,077state residents died of alcohol-related causes up from 865 in 2019. The data was based on U.S. residents’ death certificates. The report relied on the CDC’s definition of alcohol-related deaths meaning deaths attributed to excessive drinking such as alcohol poisoning and liver disease. Drunken driving and alcohol-fueled violence deaths were not included in the definition. Possible causes speculated in the report are binge drinking in Wisconsin and the state’s high rate of alcohol consumption.
Border Concerns
Congressman Glenn Grothman continues his push to see something done about the stream of illegal immigrants that are coming across our southern borders. In December he and 36 of his colleagues signed on as co-sponsors of a bill that would ensure our immigration laws are being upheld at our Southern Border. The federal lawmaker from Glenbeulah says the latest count on the number of illegal immigrants coming across out southern borders was close to 80,000. He also learned from border patrol agents that they aren’t required to ask those illegal immigrants if they have COVID-19 infections, which should also be a concern to us. Congressman Grothman’s last visit to the border was at Yuma, Arizona last October. Previous visits took him to Tucson, Arizona, El Paso, Texas, New Mexico and the Rio Grande Valley.
