Winnebago County Sheriff’s Office Involved In Child Porn Investigation

A Federal judge in Green Bay this week sentenced a Lake Havasu City, Arizona man to five years in prison for possessing and distributing images and videos of child pornography. Thirty-five-year-old Dale Bauwens was indicted and subsequently convicted as part of the collaborative Operation Kick Boxer effort. That investigation involved the FBI, U.S. Attorney’s Office for the Eastern District of Wisconsin, and the Winnebago County Sheriff’s Office. Following his release from prison, Bauwens will spend five years on supervised release. He will also be required to register as a sex offender.

Suspect In Kiel Home Entries Arrested

Kiel Police have arrested a 24-year-old Sheboygan man suspected in a number of home entries in the Kiel area at the beginning of the week. Police received 7 reports of home entries in the city Tuesday. Kiel Police Chief Dave Funkhouser says criminal charges of trespass and disorderly conduct for multiple entries and attempted entries have been referred to the District Attorney’s Office. He also thanked everyone who contacted the Police Department about the entries. The suspect’s name was not released.

Sex Offender Being Released In Oshkosh

An 82-year-old sex offender will be released from prison and will be living at 215 Division Street in Oshkosh starting April 13th. Charles Promer will be on electronic monitoring and will be under the supervision of probation and parole until April 18th of 2029. Promer was convicted of repeated sexual assault of a child, child enticement, and incest with a child. His three victims were all minor girls he was acquainted with. Promer is currently in prison at the Racine Correctional Center.

Ripon City Administrator Lori Rich Commended For Her Service

The Ripon Common Council this week paid tribute to City Administrator Lori Rich for her 18 years of service to the community. The Council Monday night passed a resolution honoring her for her service to the city and its residents. Rich started out as an assistant to the city administrator in 2003 and became City Administrator 10 years ago this month. She is retiring this year and her last day with the city is April 7th. New City Administrator Adam Sonntag began last week. Prior to this he had served as the city administrator in Hillsboro since 2011.

Coronavirus Financial Relief

State Senator Joan Ballweg says state legislators are still waiting to get some analysis on how they can use federal coronavirus relief monies for the state budget. The state lawmaker from Markesan says they know how much the state will be receiving, but don’t have details about how they can use it yet. “Although we know that it is going to be I think it is going to be $3.2 billion that’s coming to the state of Wisconsin and individual counties are getting a direct payment so it doesn’t have to go through the governor.” She says some larger cities will also be getting direct payments. She feels that’s a good thing because it gives them certainty about how they can use the funds.

COVID Weight Gain

Long periods of isolation and stay at home orders resulted in a significant weight gain for some Americans. Jeff Puhlmann-Becker of the Ripon Community COVID-19 Task Force says a study backs that up. “The American Psychological Association did a survey of 3,000 Americans and found that 42 percent of those people gained more weight that they intended in the last year and the average weight gain was 29 pounds in the last year.” He says on the other hand Peloton, which sells stationary bike saw their sales increase dramatically. Puhlmann-Becker says another American company Krispy Kreme is rewarding those who have gotten the COVID-19 vaccine by offering a free glazed doughnut each day for the rest of the year. You have bring in your vaccine card for proof.

Purchase Agreement Will Save FDL County Money

Fond du Lac County Executive Allen Buechel says when they were looking for a new location for their Land and Water Conservation Department they learned it would be less expensive in the long run to purchase rather than lease an existing building. The County Board approved an offer to purchase agreement for the purchase of property at 848 South Military Road in the City of Fond du Lac last week.  The $1 million plus agreement will pay for an existing building and renovations to the property. Buechel says they really didn’t have a choice about relocating because USDA owns the building they were in and the USDA wanted to remodel the building and reallocate space in it, which didn’t include county in its future plans. “They are basically sort of inviting us to leave so they would like us out by the end of July and so we looked at different properties in the area in the city of Fond du Lac.” He says after 15 years of lease versus purchase they will have saved about $700,000. Buechel notes the building already has another tenant for at least the next three years, which they will be able to collect rent from to offset the county’s costs.

Oshkosh Yard Waste Drop Off Center Hours

The Oshkosh Sanitation Division says the season hours for the city’s yard waste drop-off center will go into effect April 1st. The operating hours will be from 11 am to 7 pm Monday through Friday, and 10 am to 6 pm on Saturday and Sunday. The center is closed on city holidays, including Good Friday. The cost of a single vehicle permit for a City of Oshkosh resident is $25, the cost to a non-resident is $125 including the Towns of Algoma, Black Wolf, Nekimi, Oshkosh and Vinland. Permits are valid from January 1st to December 31st of the year issued and can be purchased at the Collections counter at the Oshkosh City Hall or Kitz & Pfeil Ace Hardware in Oshkosh.
