Oshkosh Robbery Suspects Charged
Prosecutors in Winnebago County have charged two Chicago men for a pair of armed robberies in Oshkosh last Saturday. Twenty-four-year-old Justin Harris and 33-year-old Robert Oneal made their initial court appearances Wednesday afternoon. Bond was set at $100,000 cash for each of them. They will be back in court for preliminary hearings next Thursday. According to the criminal complaint the robberies netted $700 in cash and a smartphone at one business and $538 in cash, cigarettes and liquor at another. They were arrested at a bar a few hours later and items taken from the robberies were recovered.
City Of Oshkosh Working To Restore Computer System
The City of Oshkosh slowly worked to restore its computer servers Wednesday managing to get two out of seven back up and running. Oshkosh City Manager Mark Rohloff says they were hit by a ransomware virus early Tuesday morning. He notes while they are working to restore data to servers the investigation into the ransomware virus and how it affected the City will be handled by federal and state authorities. Rohloff says residents’ personal information won’t be affected by the attack. Most City services weren’t impacted, but people will have to pay city bills in person. The attack also affected the City’s website, all email, and access to tax records.
Second Man Suspected In Credit Card Cloning Scheme Sentenced

Both Romanian immigrants suspected of forging and cloning 137 credit cards in Fond du Lac in June of 2018 have been sentenced. Twenty-eight-year-old Mihai Alexandru Preda is the latest. Last Friday in Fond du Lac County court he was sentenced to four years in prison and four years of extended supervision. Last October his partner 37-year-old Catalin Capanu was sentenced to 6 years in prison and 6 years of probation. Both men were convicted of seven felony charges. A tip from a resident that saw some suspicious activity at a credit union ATM machine in Fond du Lac led to the investigation.
Former Mayville Police Officer Convicted Of Misconduct In Office
A former Mayville police officer was convicted this week in Dodge County court of misconduct in office charges. During Tuesday’s hearing 31-year-old Mark Forster pleaded guilty to three felony counts of misconduct in office. Three other charges were read into the record and dismissed. He will be sentenced on April 23rd. Charges were based on a relationship Forster had with a 17-year-old high school senior in 2016. The relationship allegedly included sexual contact with her while he was on duty. A department internal investigation into his conduct led to his resignation.
Ripon Bridges
The Ripon Common Council continued discussions this week about the Tygert and State Street Bridges. In both cases it’s a matter of find funding to fix or replace them. Mayor Gary Will mentioned talking to their consultants MSA about whether they can use funds from Tax Incremental District 12 for the Tygert Street Bridge. Meanwhile it’s safe for traffic to use the south side of the State Street Bridge. Alderperson John Splitt was concerned about that bridge, which he says is the gateway to one of the city’s cemeteries.
Grothman Praises Signing Of USMCA Agreement Into Law
Congressman Glenn Grothman was pleased to see President Trump sign the USMCA or United States-Mexico-Canada Trade Agreement into law Wednesday. The federal lawmaker from Glenbeulah says the new agreement will benefit Wisconsin manufacturers, the dairy industry and the state’s entire agricultural sector. In Wisconsin 231,000 jobs rely on trade with Mexico and Canada. Additionally nearly $11 billion worth of Wisconsin exports are supported by trade with Canada and Mexico. Grothman says the agreement is a huge upgrade from the NAFTA agreement.
Unemployment Rates Rise
Unemployment rates increased for all but nine of Wisconsin’s 72 counties last month. Some area counties saw an increase, but remained under 3 percent including Fond du Lac at 2.7 percent and Winnebago County at 2.8 percent. Others rose to 3 percent or more including Dodge County at 3 percent and Waupaca County at 3.3 percent. Still others jumped to 4 percent or more including Waushara County at 4 percent, Green Lake at 4.2 percent and Marquette County at 4.5 percent. Rates were based on Federal labor statistics.
