Bond Set At Half A Million Dollars For Ripon Child Sexual Assault And Abuse Suspect

Bond has been set at $500,000 cash for a Ripon man suspected of sexually assaulting and abusing children over several years time. Terry Phelps made his initial appearance in Fond du Lac County court Wednesday morning. He is facing 31 different counts, which include repeated sexual assault of the same child, physical abuse of a child, child enticement, exposure, manufacturing or delivery of marijuana and more. According to the criminal complaint the victims included three young girls and a boy. He will be back in court for a preliminary hearing on May 17th.
Ripon Man Allegedly Got Pleasure Out Of Spanking Children
Charges have been filed against a 57-year-old Ripon man who allegedly sexually assaulted and abused four young children at residences in Ripon and a motel in Green Lake. Terry Phelps is facing 31 different criminal counts including repeated sexual assault of the same child, physical abuse of a child, exposure, child enticement and more. According to the criminal complaint Phelps would pull down the pants of the victims, place them across his lap and spank them hard often finding reasons to administer the spankings. He also had them spank him at times. Some of the victims also said he would smoke marijuana with them and told them not to tell anyone about the spanking. One victim was told she would get a lot worse than a spanking if she told anyone. Victims included three girls and a boy. The girls were all born in 2005 and the boy in 2007. Most of the alleged abuse occurred between September of 2016 and October of 2018. Phelps was taken into custody last Friday night after he armed himself with a knife and refused to come out of a residence in the 500 block of Newbury Street in Ripon. Police talked him into surrendering.
