The state-run Winnebago Mental Health Institute is in danger of losing its Medicare contract after federal regulators cited the Oshkosh facility for being out of compliance. A federal inspection report says the institute housed two adolescent patients with adults without proper supervision. That led to an immediate jeopardy citation in February. Inspectors issued 48 citations to the facility in December and February for a variety of problems, including noncompliance with Medicare rules. The violations include improper patient care and an unsafe physical environment. In one case cited, a patient who fell and hit his head wasn’t sent to the hospital until 14 hours later and required surgery for bleeding on the brain. Regulators say the facility’s Medicare contract will be terminated in July if the problems aren’t fixed.

A North Fond du Lac man accused of sexually assaulting a child is bound over for trial. Fifty seven year old Ronald Shingleton waived his preliminary hearing last week and entered a not guilty plea to a charge of first degree sexual assault of a child. According to a criminal complaint Shingleton sexually assaulted a 10 year old girl multiple times, telling the child it was punishment. Shingleton is being held in jail on $100,000 cash bond.

Wisconsin taxpayers can apply online starting today for a $100 per-child tax rebate. The rebate can be claimed through a newly launched state website childtaxrebate.wi.gov. The site has information about who is eligible for the money, what information is needed to apply and how to submit a claim. The period to seek the rebate is open from Tuesday through July 2. The tax rebate was proposed by Gov. Scott Walker and approved by the Republican-controlled Legislature earlier this year. It will return an estimated $122 million to qualified taxpayers by Sept. 1, a couple months before Walker is on the ballot for re-election. Democrats have assailed the rebate, and a five-day sales tax holiday in August, as nothing more than election-year bribes. Rebates will be made either through direct deposit or a mailed check.

Foxconn Technology Group has selected a company led by a Republican megadonor with close ties to Gov. Scott Walker to develop the master plan for its massive campus in Wisconsin. Foxconn announced Monday that it chose Hammes Company to be the lead developer on the project that will house a display-screen factory on a campus spread over 2,900 acres. Hammes is led by Jon Hammes, Walker’s campaign finance chairman for his re-election bid. He also served in that role during Walker’s 2015 presidential run. Hammes is part owner of the NBA’s Milwaukee Bucks and has given hundreds of thousands of dollars to Republicans and causes over the years. Hammes says his Milwaukee-based company will work with Foxconn to plan and develop the site.
