A survey says fewer Wisconsin high school students participate in underage drinking than in previous years. The Wisconsin Youth Risk Behavior Survey studies high school students every two years for topics including sexual activity, school safety, drug use and alcohol use. 30 percent of students who responded to last year’s survey admitted to drinking, compared to nearly 50 percent 20 years ago. About 16 percent of students reported binge drinking, while almost 65 percent said they’ve tried alcohol at least once. Many Wisconsin communities have recently passed ordinances that fine parents for allowing parties where underage drinking occurs. Julia Sherman is the coordinator of the Wisconsin Alcohol Policy Project. She says some community coalitions are distributing refrigerator locks to prevent teenagers from accessing alcohol.

Two influential Republican senators say a proposal the Assembly quickly passed with little warning and no debate that would allow a Georgia mining company to destroy wetlands containing rare hardwoods in western Wisconsin is dead. Republican Sen. Alberta Darling and Sen. Rob Cowles both said Wednesday the votes aren’t there to pass the bill. The measure would exempt Meteor Timber from environmental regulations for its $70 million frac sand processing plan. Cowles is chairman of the Senate Natural Resources Committee. He calls the bill “ridiculous” and “outrageous” because it would allow Meteor Timber to proceed with its project even as an appeal to its state-issued permit was pending. Darling is co-chair of the budget committee and she also says it doesn’t have the votes to pass.

Gov. Scott Walker signs into law a bill strengthening the penalties for legally buying a firearm with the intent to provide the weapon to someone barred from having a gun. Walker on Wednesday signed the bill increasing penalties from a misdemeanor to a felony for “straw” purchases. It was one of 41 bills he signed. Walker also signed a bill would allow developers to fill portions of urban and rural wetlands without a state permit. Conservationist groups opposed it saying the change will lead to the destruction of wildlife habitat and exacerbate flooding. He also partially vetoed a bill that allowed sexually violent people on supervised release to live closer than 1,500 feet away from schools, child care facilities, parks and churches. Walker’s veto keeps the 1,500-feet requirement in place for those locations and others.
