One of three Fond du Lac residents convicted of the sexual assault of a six year old girl is going to prison. At a hearing Monday Fond du lac judge Peter Grimm sentenced Tory Tuinstra to 13 years in prison and 15 years extended supervision. In December Tuinstra pleaded no contest to an amended charge of second degree sexual assault of a child. Two others, Shane Berg and Ellen Neumann, were convicted in January of child sex assault and are scheduled to be sentenced in March. Assistant police chief Steve Thiry says the assaults allegedly occurred at a Ruggles Street residence. According to a criminal complaint Tuinstra described the lifestyle in the house as dominance/submissive. Thiry says Tuinstra told investigators that Berg was the dominant one and goes by the name Master Wolf. According to the complaint everyone in the house wore dog collars, including the six year old victim who wore a purple collar. Neumann made the child watch three adults have sex, according to the complaint.

There are a total of two $100,000 top prizes in the Big Bold Bucks scratch game – one $100,000 top prize is still available. In addition to the two top prizes, players can win between $10 and $10,000. Each ticket costs $10.

The Wisconsin Assembly is set to pass a bill that would waive tuition and fees for foster children attending University of Wisconsin schools and state technical colleges. The measure up for a vote today has broad, bipartisan support. Twenty-eight other states already offer some form of post-secondary tuition assistance for foster children. The bill calls for eliminating tuition and fees at UW schools and state technical colleges for state residents who meet certain criteria, including having spent at least a year in out-of-home placement after turning 13 or being in out-of-home-placement on their 18th birthday. People who qualify would be eligible for free tuition and fees for 12 semesters or until they get a degree or reach age 25. The UW System says as many as 4,600 people could qualify.

Authorities say the number of vehicles involved in a fatal crash in the fog on a southern Wisconsin highway is now up to 29. Dane County sheriff’s spokeswoman Elise Schaffer says one person — a 53-year-old woman — died and six others were injured in the pileup on eastbound Highway 18/151 just south of Verona Monday morning. One of the six injured was transported to the hospital by helicopter. Sheriff’s officials say poor visibility due to heavy patches of fog is believed to be a contributing factor. The sheriff’s office says uninjured drivers and passengers were taken to the Verona Fire Department.
