Authorities have released the name of a 20-year-old man killed in an industrial accident in Brownsville. The Dodge County Sheriff’s Office identifies the victim as Treston Isham of Fond du Lac. Authorities say Isham was cleaning pipes at utility contractor Michels Corp. when one of the pipes fell off a jack and slid into him. Isham was pronounced dead at the scene. Isham was working for a Michels’ subcontractor, All Tools LLC of Fond du Lac. The sheriff’s office says Michels and All Tools are working with OSHA officials to investigate the accident.

Police say a 4-year-old girl has died in a fireworks explosion in Clintonville. Authorities say the child, identified as Alyssa Chmielewski, suffered severe injuries to her neck area when the fireworks lit by her father exploded. She died at the scene. Police say the 42-year-old father had put a number of fireworks in a metal tube and lit it about 10:30 p.m. Monday. An autopsy was completed Tuesday.

A federal judge orders the Wisconsin Department of Corrections to make a series of changes at Wisconsin’s juvenile prisons to reduce the use of solitary confinement and pepper spray by July 21. U.S. District Judge James Peterson said in his order Monday that the changes will “drastically reduce the use of punitive restrictive housing, chemical agents, and mechanical restraints.” The Department of Corrections and attorneys representing past and current inmates had submitted a largely agreed-upon plan on Friday for the judge to review. The judge says in his order that most of the critical changes must be in place by July 21. But he says he’s giving prison officials more time to implement other changes that require additional training or programming for the inmates at the Lincoln Hills and Copper Lake prisons.

Republicans who control the Wisconsin state Senate are working on a transportation funding plan that would borrow less as they try to strike a deal to end a budget gridlock. Senate Majority Leader Scott Fitzgerald says Republicans were “whittling down” the level of borrowing from the $750 million they had discussed last week. Fitzgerald says he hopes for the Senate to come up with a road-funding proposal to get present to Assembly Republicans for their response. Assembly Republicans have pushed for less borrowing and revenue increases to help plug a nearly $1 billion transportation funding gap. Wisconsin is one of three states that has yet to pass a budget. It was due on July 1, but current funding continues.

Dairy farmers, take note: The key to turning your dairy cow into a cash cow is udder happiness. That’s according to a University of Wisconsin initiative that focuses on making dairy cows happier so they provide more milk Nigel Cook has directed the effort since 2010. He and his team visit farms to give advice to farmers like providing bigger stalls, adding more air circulation, managing manure and using the fundamentals of cow welfare to ease stress. They also provide workshops and created a website to share advice with farmers around the world. Mitch Breunig (BRY’-nig) owns 400 cows at Mystic Valley Dairy in Sauk City. He’s spent over $100,000 toward improvements. He’s seen milk production increase from about 13 gallons a milk a day per cow to 15 gallons.
