Legislators are set to order a review of University of Wisconsin System schools’ relationships with their private foundations. The Legislature’s Joint Audit Committee is set to hold a hearing on the scope of the review and vote on ordering state auditors to undertake the work. UW regents in January filed a lawsuit accusing UW-Oshkosh’s former chancellor, Richard Wells, and former vice chancellor of administrative services, Thomas Sonnleitner, of theft. The regents alleged they concealed millions of dollars in improper financial transfers to the school’s nonprofit foundation. According to the lawsuit, the money went to help the foundation complete development projects. The regents contend money should flow only from the foundation to the university. UW officials have said they’re reviewing other foundations and their schools but haven’t found any irregularities.

Two men are accused of setting a car on fire in Oakfield to try to collect insurance money. Forty two year old Damon Marshall of Illinois and 50 year old Shane Gibbs of Missouri are charged in Fond du lac County Circuit Court with arson with intent to defraud, and criminal damage to property. Marshall is also charged with resisting an officer. Bail was set at $50,000 cash for Marshall and $25,000 for Gibbs. According to a criminal complaint Gibbs and Marshall both worked for the same company and were driving a company car. According to the complaint Marshall told a sheriff’s deputy the car had been stolen, but Gibbs told investigators that at Marshall’s request he purchased gas and a gas can at the Rolling Meadows BP gas station and drove about five miles outside of town where Marshall started the car on fire. Marshall is accused of trying to get the insurer to pay out a claim for a stolen company car. A preliminary hearing is scheduled for April 6th.

A Democratic lawmaker says meeting with inmates at the Wisconsin’s youth prison left him with serious concerns about conditions there despite recent efforts to improve them. The Legislature’s Assembly Corrections Committee met Thursday to discuss five of its members’ tour of the Lincoln Hills youth prison in Irma earlier this week. Democratic Rep. David Bowen, of Milwaukee, says one teen told him he doesn’t feel comfortable reporting sexual abuse because he fears retaliation. Bowen also says staff told him they are regularly forced to work extra shifts, making it harder for them to do their jobs effectively. But Republican Committee Chair Michael Schraa, of Oshkosh, says he was pleasantly surprised by the environment there. Conditions at the facility are being investigated by the federal government after allegations of widespread abuse.
