Gov. Scott Walker will deliver his budget address to the state Legislature on Feb. 8. Walker alerted lawmakers on Tuesday that he will unveil his two-year spending plan that day. The speech will be at 4 p.m., breaking with the tradition of nighttime addresses. The budget comes as Walker is expected to mount a re-election bid for a third term in 2018. Walker has promised his budget will cut tuition for University of Wisconsin undergraduates, put more money toward K-12 schools, not raise taxes to pay for roads and force more welfare recipients to work or lose benefits. Once Walker officially releases his budget, the Republican-controlled Legislature will make changes over the next four months or so. A vote on passage is expected around July.

Gov. Scott Walker is promising to unveil plans to “dramatically help rural schools in the state of Wisconsin.” Walker says he plans to tour the state today to highlight his proposals targeting rural schools. Walker made the announcement during a speech Wednesday at a meeting of the Wisconsin Credit Union League. Walker is not saying yet exactly what he will be proposing. But he says the help will target unique needs of rural schools, such as high transportation costs. Rural schools have struggled with declining enrollment and teacher shortages for years. Rural school advocates, along with other public school backers, have been pushing for a loosening of revenue caps to allow for spending in the classroom to increase. Walker has said he will significantly increase school aid.

A harassment complaint against Milwaukee County Sheriff David Clarke is turned over to the county audit division for investigation. Last week, a 24-year-old Milwaukee resident claimed Clarke had deputies question him for 15 minutes because he shook his head at him while boarding a plane. Clarke responded to the complaint by saying the next time someone does something similar “they may get knocked out.” A spokeswoman for Milwaukee County Executive Chris Abele says the complaint from Dan Black had been referred to the county Audit Services Division. County auditors have interviewed Black and people at the airport as part of the investigation. Clarke’s spokeswoman Fran McLaughlin did not immediately respond to an email seeking comment.
