The rates also went down or remained the same in all but four counties. The only counties that saw increases were St. Croix, Taylor, Pierce and Douglas. Menominee County had the highest unemployment rate at 9.1 percent. Dane County was lowest at 3.3 percent. Racine had the highest unemployment of any city at 6.9 percent, while Fitchburg was lowest at 3.2 percent. The local rates aren’t seasonally adjusted so they’re not comparable to the state unemployment rate, which stood at 4.2 percent in June.
